Secretary of State Marco Rubio is deceiving President Donald Trump about there being high-level talks with Cuban officials, according to a new report.

Drop Site News detailed that the scenario is part of Rubio's scheme to overthrow the Havana regime. It cited a senior Trump official noting that Trump is making claims about there being talks because "that's what Marco is telling him."

The official went on to say that Rubio's plan is making a claim in the future that talks failed because Havana refused to compromise.

The State Department rejected the notion: "As the President stated, we are talking to Cuba, whose leaders should make a deal. Cuba is a failing nation whose rulers have had a major setback with the loss of support from Venezuela and with Mexico ceasing to send them oil," an official said in a statement.

A Cuban official also told the outlet that there are no talks underway but they are eager to begin. "At the moment, we've had some exchanges of messages, but we cannot say we have set a bilateral dialogue at this moment," Cuban Deputy Foreign Affairs Minister Carlos Fernandez de Cossio recently told CNN.

"Most things in Cuba dealing with the United States are linked to the highest level. It's a large issue for us, so there's no decision, no action taken that doesn't involve the high level of government in Cuba."

Elsewhere in the article, Drop Site News rejected a report by ABC Internacional, which claimed the regime has begun negotiating with the U.S. opening up its economy in exchange for not getting overthrown. It added that talks are being led by Alejandro Castro Espin, son of Raul and Nephew of Fidel. He is said to be engaging with the CIA in Mexico. However, Drop Site said that is not the case.

Cuba's situation continues to deteriorate dramatically in the meantime. Officials told airlines they are no longer able to refuel planes arriving in the island. Air Canada suspended flights on Monday and said it will send empty flights to the island to pick up some 3,000 clients and return them to the country.
