The Arc Raiders Combat Recon quest has you explore Buried City for points to scope out, then finally kill some Spotters and take the parts within them – though considering that Spotters only hang around the deadly Bombardiers, that's easier said than done. Below I'll show you where to find all the points to scope out in the Buried City, as well as how to find and kill spotters to wrap up the quest.
How to complete the Combat Recon quest
To complete the Combat Recon quest, players need to scope out three cover spots in Buried City (shown on the map above and in greater detail below), then kill two Spotters and deliver a Spotter Relay to Shani, back in Speranza. Spotters always hang around Bombardiers, so while you don't need to kill the big explosive tank, you will have to navigate around it. If you do this mission during the Arc Raiders Bird City map modifier, you'll have extra ziplines between rooftops to make navigation a little easier!
Scope out a cover spot in the Parking Garage staircases
Head to the roof level of the Parking Garage, then into the stairwell on the North side. There'll be an interaction point here for you to use to mark off this objective.

Scope out a cover spot in the bushes near Marano Park
Go to the West side of the Park in the center of town. Here the interaction point is next to a large bus, half buried in sand, on the side of it closer to the buildings. Keep in mind that the park is a dangerous area, usually with high level robots and not much cover.
Scope out a cover spot in the attics around Main Street
Head South to the Plaza Rosa, and to the rooftop of the Westmost building in the area. Open up the skylights and drop inside to find the interaction point within the building's attics.
How to find Spotters
Spotters are the small, hovering robots that follow around Bombardiers, meaning you'll need to find a Bombardier to find the spotters. Fortunately, all three areas you've just checked – the Parking Centre, Marano Park, and Main Street – have a chance to spawn in Bombardiers and the Spotters that accompany them. Unfortunately, Bombardiers are incredibly deadly, firing arcing mortar shots that do huge damage. The Spotters are designed to find enemies and mark them for the Bombardier, which then does long range explosive shots for massive damage.
I suggest you attack the spotters from inside buildings, as rooftop cover gives you the best chance of survival. Once killed, you have maybe thirty seconds before the Bombardier makes more. Destroy the spotters, then hide and wait for the Bombardier to lose you. Once it's passive again, wait for it to trundle away, then loot the Spotters to get the Spotter Relay. They're not hugely valuable in Arc Raiders, so you should feel safe handing it over to Shani.
